Memorandum To: All Travel and Purchase Credit Card Holders From: John K. Peterson Chief, Office of Acquisition and Federal Assistance Subject: Important New SmartPay Credit Card Program Conversion Information for Cardholders NationsBank, the new SmartPay charge card program contractor for all Department Of the Interior (DOI) bureaus, is currently in the process of integrating cardholder data from American Express (existing travel card vendor), and U.S. Bank (the existing Government IMPAC VISA purchase card vendor), into their database in order to issue new cards to cardholders in good standing. Once the data conversion process is successfully completed and NationsBank has compiled a list of cardholders, each cardholder will receive a series of related mailings from NationsBank, one of which will include the card itself. Described below is IMPORTANT SmartPay Program Material that will be mailed to all cardholders by NationsBank. Many of us get numerous pieces of junk mail from credit card companies and throw them out without looking at them. Please be extra careful not to discard any NationsBank materials mailed to you in November without carefully reviewing it. WHERE Mailings will be sent: The bank and the DOI SmartPay Implementation Team have developed an initial card issuance process that avoids having to have every cardholder go through a formal application process. In doing so, we are relying in part on the databases from the incumbent contractors for the travel card and purchase card. One significant difference in those two databases is that the travel card data includes home addresses for card holders while the purchase card data includes the business address for cardholders. Accordingly, all initial mailings will be sent to either your home address or your business address. If you currently only have an American Express card, these mailings will be sent to your home. If you only have an IMPAC purchase card, these mailings will be sent to your office address. If you have both an American Express and an IMPAC purchase card you will receive these mailings at your home address. WHEN Mailings will begin: Mailings will begin approximately November 8 and should be complete by November 18, 1998. This will enable cardholders to complete the activation process prior to November 30, 1998, when GSA will activate the program. Cardholders will receive up to 4 separate mailings in this start-up period from NationsBank as follows: WHAT will be sent: (1) The first mailing is scheduled on or about November 8, 1998 and will be a card receipt verification letter providing cardholders with an activation code to be used when their new MasterCards are received - DO NOT DISCARD THIS MAILING - SEE (2) BELOW. (2) The second mailing is a card issuance package containing various program materials AND your MASTERCARD. In order to activate your card, you need to call the toll free NationsBank number provided and use your card activation code contained in your first mailing. DO NOT DISCARD THE PROGRAM MATERIAL, AS IT INCLUDES IMPORTANT INFORMATION/TRAINING MATERIALS ON NATIONSBANK EAGLS SYSTEM SPECIFIC TO THE CARDHOLDER. (3) The third mailing is your EAGLS ID and password. (4) If you have travel card authorization, you will receive a fourth mailing which transmits your MasterCard ATM PIN number. **NOTE: If you are currently a cardholder in good standing, expecting a new card, and do not receive any of the above mailings by November 20, please call Margaret Seaboy at (703) 648-7350 or Lisa Zukowski at (703) 648-7347. The USGS OPS Intranet site, http://www.usgs.gov:8888/ops/acquisition/bcnbfaqs.html , contains important SmartPay program information (FAQ's) and is regularly being updated so we encourage all cardholders to visit this site regularly in order to keep informed. Some examples of recent revisions, include: (1) STATEMENTS - Paper statements will be issued to cardholders for the purchase business line, travel business line and the combination of these lines (see FAQ #2.1). (2) RECONCILIATION - originally we were told that EAGLS would be capable of performing online reconciliation upon program conversion. We have since been informed that the online reconciliation portion of EAGLS will not ready until the next software upgrade in Spring 1999 (see FAQ #2.6). (3) FLEET - The prompts and the information required at point of sale has changed (see FAQ #6.4) We acknowledge that this is a massive program change and appreciate your patience and cooperation while we undergo this endeavor together.
