MEMORANDUM June 22, 1999 To: All U.S. Geological Survey Employees From: Charles G. Groat Director Subject: New Policy on Sexual Orientation On December 1, 1998, John Berry, Assistant Secretary, Policy, Management and Budget, signed into effect the new Complaints Processing Policy on Sexual Orientation. The policy outlines the procedures for employees to raise allegations of discrimination and harassment based on their sexual orientation and provides a fair and thorough process for reviewing employment policies and practices for sexual orientation bias. As you are aware, the U.S. Geological Survey (USGS) has a zero tolerance of discrimination against any employee or applicant for employment because of his or her race, color, sex, religion, national origin, age, disability or sexual orientation. Be assured that this policy will be implemented and executed to the fullest extent. Discrimination based on sexual orientation is prohibited in all USGS actions, thereby, ensuring a quality work environment that is free from hostility and offensiveness. The policy on sexual orientation, and procedure for filing a complaint of discrimination, is located on the Department's diversity web site http://www.doi.gov/diversity/doc/eod99_03.htm. I strongly encourage all employees, supervisors, and managers to become familiar with this policy. If you have questions, you may contact the Office of Equal Opportunity on (703)648-7770.
