John Conomos" , Lewis Wade Subject: Personnel actions Last monday, 9/20/99, the Director issued memos to 30 USGS employees stationed at Headquarters, 5 of whom are WRD. The memos offer these folks details in the Director's Office with the goal of making our administrative structure and staffing consistent with a bureau perspective. The first paragraph of the memo follows: "As we begin implementing "One Mission, One Bureau," it is necessary to make our administrative structure and staffing consistent witha bureau perspective. As you know, I have retitled and rescoped the duties of the division chiefs as bureau Associate Directors and moved them to the Office of the Director. In parallel with this, I am moving key people who create our budget, deal with external affairs, and perform program planning functions to the Office of the Director's organizations responsible for these functions. At this time, this migration includes you and your function." The Director goes on to say that although there will be additional recommendations from the Strategic Change Team regarding business practices and the distribution of functions and personnel, he anticipates "all or most" of the details becoming permanent assignments. The details begin October 10th for most, and November 7th for those involved in close-out activities. One of these "key" people identified is our own Jackie Johnson. Although we will definately miss Jackie, she will be a great asset to the Director's Office. The other WRD people are Jim Peters, Wendy Norton, Joanne Taylor, and Gail Wendt, and they will be great assets as well. We are still seeking clarification on whether they take their entire job with them, or just parts. Jackie will be reporting to the Office of Budget and Organizational Analysis, as will Wendy and Jim. Gail and Joanne will report to the Office of External Affairs. We wish them all well in their new assignments!
