PURCHASING OF FURNITURE ON GOVERNMENT CREDIT CARD Date: Thu, 09 Sep 1999 13:47:13 -0400 From: "Vicki Bass, Chief, Management Support Section" To: "E - All WRD Employees" Subject: PURCHASING OF FURNITURE ON GOVERNMENT CREDIT CARD WRD Employees: Margaret Seaboy has been receiving numerous requests from WRD employees who wish to use their Government Credit Card for furniture purchases. Therefore, I felt it might be prudent to remind WRD employees that furniture purchases using government credit card are restricted to purchases made from UNICOR or GSA. That includes chairs, tables, desks, computer stands, VCR carts, file cabinets, conference tables, etc. This furniture restriction is clearly listed in the bankcard handbook. All employees with purchasing authorization sign a certification stating they understand purchasing restrictions listed in the handbook and agree to follow these rules: (6) Furniture, except when documented for compliance with FPMR 101-25.104 and purchased from Unicor or GSA stock; * * Limitation does not apply to warranted individuals purchasing from requisitions containing applicable commodity approvals. If employees would like to review rules that govern their use of the government credit card, please use the following website to download a copy of the handbook: http://www.usgs.gov/usgs-manual/handbook/hb/403-7-h.html#c5b Employees who use their government credit card for unauthorized purchases will have their purchasing authorization suspended for 6 months. If a second incident occurs, the purchasing authorization is permanently canceled. As a point of interest, each merchant is assigned a four-digit code which indicates (food, gas, FURNITURE STORE). When the furniture merchant code comes up as location of purchase, an audit of the purchase is triggered. If you have any questions about what is and isn't authorized, please ask FIRST. I will be glad to research any purchase before you make it. Please remember these restrictions are not USGS policy but federal restrictions to the use of the government credit card. If I can be of further assistance, please e-mail (vtbass) or give me a call (703-648-5036). Vicki Bass Chief, Management Support Section
