The flat charge for all orders is increased from $5.00 to $7.50, while the surcharge is being raised from six to 7 percent per order. Currently, the 6 percent rate would apply to a limit of $15,000 per order. The new 7 percent rate will have a limit of $20,000 per order, plus 0.5 percent over that amount. The surcharge for handling rush jobs will be applied at double the new rates. This means that the expedited surcharge will increase from nine to 14 percent, plus an additional 1 percent for jobs exceeding $20,000. The GPO states that they would seek agency approval before applying this special expedited fee. The flat charge of $7.50 per order is not affected by the rush job surcharge. Offices working directly with GPO should incorporate these surcharges in their procurement estimates. We will include the new rates in the estimates prepared for customers processing their printing requirements through this office. Estimates obtained from GPO should include the applicable surcharge. This notification was issued under GPO Circular Letter No. 451 dated September 8, 1999, which is accessible on the GPO web site at http://www.access.gpo.gov/customer-service/cir451.html .
