If monies are available this fiscal year for contibuting to future funding for these projects, we suggest that you include them in your Working Capital Fund (WCF) Investment Component Plans (see attachment 1). As noted in the third paragraph of the memorandum presented in attachment 2, the WCF Facilities and Equipment Investment Component can be used for accumulating deferred maintenace and capital improvement funding for facilities (warehouses, labs, gage houses) and equipment (recorders, data collection platforms, cableways, sensors, etc.). For specific instructions refer to WRD Survey Manual Supplement release number 241, dated September 16, 1998 subject Working Capital Fund (Investment Components). The WCF Investment Component is to be used to plan for long-term capital investments and enables the required funds to be accumulated over several fiscal years. The investment component is a useful mechanism to invest funds from appropriations and/or reimbursable agreements, without fiscal year limitations. Please consider use of the WCF this fiscal year and in future years. Consideration should be given to contributing at least one percent of a cost centers total funding for equipment replacement and future facility needs. Shope, Acting/ Assistant Chief Hydrologist for Operations Subject: Deferred Maintenance Funding Status This memorandum reports on the status of the U.S. Geological Survey's (USGS) Five-Year (2000-2004) Deferred Maintenance and Capital Improvement (DM&CI) Plan, and presents a recommendation for using the Working Capital Fund for accumulating monies for DM&CI. With very few exceptions, the projects entered into the Water Resources Division's (WRD) Database in June and July 1998 have been incorporated into the USGS' DM&CI Five-Year Plan. Selected projects from this plan were submitted in the Fiscal Year (FY) 2000 Budget as a part of the USGS participation in the Department of the Interior's (DOI) Safe Visits to Public Lands initiative. The USGS share of the initiative is $1.5M. WRD's portion is $300K for repairing, renovating or replacing unsafe cableways. The Five-Year Plan calls for WRD to receive a total of $1.3M for the period 2000 through 2004 for cableways. The Plan also calls for deferred maintenance repair of major facilities owned and operated by the Biological Resources and National Mapping Divisions, and for replacing the Geologic Division's earthquake monitoring systems. The information entered into WRD's DM&CI Database, remains intact, and forms the basis for future budget activities and for the maintenance system now under study by the DOI. We anticipate yearly updates to the DM&CI Database to include FY 1999 accomplishments. We would like to thank you for your efforts to populate the Database with DM&CI projects. We will provide additional information on FY 1999 requirements to update the Database when it becomes available. The numbers of projects (4263) and estimated costs ($78M) entered into the WRD Database clearly demonstrate the magnitude of the DM&CI needs in WRD. We appreciate that most of these costs will continue to be met with appropriated, other Federal agency, and cooperative funding. If any funding is obtained from the new DOI Safety initiative, it most likely will be for cableway safety. For those DM&CI projects that cannot be met with current year funding, managers should consider the use of the Working Capital Funds Facilities and Equipment Investment Component for projects that meet the broad definition of facilities and equipment, such as USGS data collection stations, warehouses, laboratories, sensors, loggers, and laboratory equipment.
