Below please find the basics concerning reimbursement to non-government travelers which Susan Sheely will elaborate on upon her return from the DOI Financial Managers Conference. If an individual is providing a service to the government and the individual is being compensated for those services; they are considered a contractor and are not entitled to a government travel authorization or government rates. If an individual is making a presentation or demonstration to the government for which the government receives a direct benefit, but the government does not provide compensation to the presenter - then the government can issue a travel authorization to that individual and also obtain transportation and other travel related cost at the government rate.
