Hirsch (signed) Chief Hydrologist Subject: The International Water Resources Program Over the past several years, we have experienced some moderate growth in our international programs, particularly in the Middle East relating to the President's peace initiative, and we expect this growth to continue. Many of the successes that we have recognized in this growth are directly related to the interest and dedication to mission demonstrated daily by Anna Lenox and her staff, and the leadership and program development skills of Verne Schneider. It was our confidence in this team that led to our deliberations and ultimate inclusion in our Strategic Plan for an expanded role in the division for our international hydrology program. As you know, we are moving rapidly to closure on our headquarters restructuring. The Office of the Assistant Chief Hydrologist for Technical Support is being dismantled and will ultimately be abolished. For the past several months, Verne has been working with Lew Wade in a leadership role to build the new Office of the Assistant Chief Hydrologist for Information. His focus has been on the smooth transition of our national computer activities into the new organizational structure. Verne is no stranger to tough management challenges as is evidenced by his record of achievement with the Yucca Mountain Projects Branch, the National Water Use Program, DoDEC, and in dealing head-on with the change in direction of the National Water Information System Program. At this point in his career, Verne has asked for a change and has indicated his interest in tackling international issues on a full-time basis. I have agreed to his request, and effective upon his return from Abu Dhabi, he and Anna will partner in putting into place our new vision of the international program. Please join me in thanking Verne for his many exceptional contributions to our programs, and in wishing him the best of luck in his new assignment.
