Charlie has been with the Louisiana District for 24 years. Charlie received his Bachelor of Science Degree in 1971 from Cornell University, Ithaca, New York, and his Master of Science Degree in 1973 from Humboldt State University in Arcata, California. Charlie has served the Louisiana District as project chief of numerous water-quality studies, District Water-Quality Specialist, NAWQA Project Chief, and now District Chief.
