Hill /s/ Assistant Chief Hydrologist for Operations Subject: Changes in Federal Program Allocations for Fiscal Year 1999 REPLY REQUESTED BY SEPTEMBER 21, 1998 In keeping with the Chief Hydrologist's desire to ensure Federal funds are allocated to the field as soon as possible, we intend to be ready to make initial allocations the first week in October, pending receipt of the fiscal year (FY) 1999 appropriation. As you know, FY 1999 Federal Program allocations for all appropriated funding will be made no later than the end of December, 1998. This is an attempt to improve the timeliness of the allocation process. The attached table summarizes the FY 1999 Federal Program budget line items based on the House and Senate marks. We are going with the more conservative Senate mark, since its easier to add more dollars than take them away. Please submit initial FY 1999 funding allocations at the project level by COB September 21, 1998, for the major line items or thrust programs (CBR District total funding by account is to be submitted by COB October 30, 1998). We have established a separate account for your small reserve that will separate it from your operating funds. Your allocations should clearly indicate the amount needed for Headquarter's operation and the amount being held in reserve. The amount of funding held in reserve should be small and the size and use of that reserve will be discussed with the Chief Hydrologist in quarterly budget execution meetings.
