Ryan Associate Director for Operations Subject: USGS Policy Memorandum 98.03.OC: Delegations of Authority Reference Survey Manual Chapter 200.2.1 The revised policy developed by the Operations Council on delegations of authority in carrying out activities and operations of the U.S. Geological Survey (USGS) can be found on the internet. This policy is effective immediately, replacing Survey Manual Chapter 200.2.1, titled "Redelegations," dated October 6, 1989. Key features of the revised policy are that delegations should be: issued to the lowest level practicable; not be more restrictive than permitted by higher authority, unless there is a good management reason for doing so; and issued in a manner that places authority commensurate with responsibility. The reason for this revision is to ensure USGS policy is consistent with current U.S. Department of the Interior policies and Administration goals for delegating authority to the lowest levels possible in the organization. Our goal is to empower employees, as appropriate, with the authority and responsibility needed for getting the job done. Guidelines for implementing the new delegations of authority policy can be found in the attached Survey Manual Chapter. I encourage you to immediately put the policy into practice within your divisions and offices.
