Subject:	New Acting Western Region Director

I'm very pleased to announce that Andrea Alpine has agreed to serve as the
Acting Western Region Director for 120 days beginning October 1, 1998.
Andrea has worked for the U.S. Geological Survey for 24 years as a
hydrologist with the Water Resources Division's National Research Program.
Her scientific area of expertise is in aquatic ecology and her work has
focused on San Francisco Bay.  Andrea has been very involved in Western
Region issues since 1992 when she began her management position in WRD.

I want to also take this opportunity to express my sincere appreciation for
a job well done to Mike Shulters for the tremendous effort he has made as
the Acting Western Region Director for the past 8 months.  Under Mike's
guidance, the Western Region Council has worked through a number of
challenging issues to implement a consolidation plan for the Menlo Park
campus, lay a foundation for planning the future of Menlo Park activities,
and raise our level of participation in such activities as CALFED, Salton
Sea, Lake Tahoe, and others.  As the former Western Region Director, I
understand very well the unique challenges presented in the West and I
applaud Mike's success in the job.

Please join me in thanking Mike for all his efforts as he returns to his
duties as the Water Resources District Chief for California and in
welcoming Andrea to the Western Region Director's position.  I know that
all of you will assist Andrea to make the transition a smooth one and her
tenure a success.
