Specialist, Reston, VA" This pay period 9810 is the last pay period you will be able to enter personnel actions in the SF-52 - "S" option. The only actions that will be processed will be those actions that will be effective in pay period 9810, which ends on May 9, 1998. Because of the pay calculations, the new FPPS - "P" option will not be available to the USGS until May 18, 1998. Because they will be "shutting down" the SF-52 and "turning on" the FPPS, there will be a period of 8 days (May 10-17) where you will be unable to initiate/request/authorize/process any personnel actions. All other SF-52 actions will need to be re-entered into the new FPPS - "P" option, once the system is made available to the USGS on May 18. However, since you will still be able to view actions in the old SF-52 - "S" option, you can use this time to check your personnel actions that will need to be re-entered in FPPS - "P" option. Use the TRAC command in the SF-52 system to find all of your actions that will need to be re-entered. For example, you may have an action that has already been initiated/requested/authorized, and sent to the appropriate Servicing Personnel Office. If this action is not processed by the Personnel Office during pay period 10, then this action must be re-enterd in the new FPPS - "P" option. In other words, re-initiated/re-requested/ re-authorized, and re-sent to the appropriate Servicing Personnel Office. Please be sure to reference the old SF-52 number (e.g., 98-12345) in the notepad area (F2). This will help the staff members in Personnel to access/process the request. On the subject of Within Grade Increases (WGI's), my email dated March 20 stated that the Regional Human Resources Specialists would receive and sign the electronic WGI's received during the Parallel Test and beyond for a pay period or two. With the advent of FPPS, we will have a number of pay periods during which overlap of paper forms will confuse the use of the electronically issued cert's under FPPS. Under the current PAY/PERS process of Within Grade Certification, the Servicing Personnel Office prints the cert's and mails them to the supervisor or division administrative contact for review and processing for signature approximately eight pay periods or 90 days in advance of the proposed effective date for the WGI. As of April 1, 1998, the various Personnel Offices had already sent the paper cert's for WGI's proposed for effective dates in pay period 9815 or beginning July 5, 1998. Since we implement FPPS in payperiod 9811, that means that we already have an overlap of founr pay periods. In order to eliminate the confusion of attempting to process WGI's under two systems, (I.e., paper and electronic). the Personnel Offices will continue to accept the paper cert's from the certifying officials for WGI's effective through pay period 9815, and certify the electronic copy of the form in FPPS after receipt of the paper form. This means that the Regional Human Resources Specialists will not receive the electronic version for these WGI's. This will allow for a smoother transition to the electonic system. Administratived Officers will be delegated the proper access for WGI certification to process the electronic versions of the certs for WGI's effective pay period 9816 and thereafter.
