Subject:   FERS Open Season			

We are anticipating the FERS Open Season to run from July 1, 1998, through
December 31, 1998.  During this 6 month period, CSRS/CSRS Offset employees
may elect to transfer to the Federal Employees Retirement System (FERS).
Unless changes are made, the FERS open season will proceed on schedule.

In order to assist employees in this important decision, we are looking at
a variety of software packages that will enable employees to calculate
benefits for CSRS vs. FERS retirement.  The Office of Personnel Management
(OPM) has notified  agencies that no material is presently available other
than the "FERS Transfer Handbook."  However, software and a FERS Election
Opportunity page will be established on OPM's website by May 15.   The
"FERS  Transfer Handbook, A Guide to Making Your Decision" is online now
and can be found on their website at www.opm.gov/asd/htm/pub.htm.

While still premature, if  you have any questions regarding the open
season, you should contact your servicing personnel office.  We will
provide updated information as it becomes available.
