Mgmt., Reston, VA " REPLY REQUESTED NOVEMBER 3, 1998 During the past year, a new Employee Development Needs Assessment package was piloted in Northeastern Region districts and several other districts around the country. Comments received were considered, modifications were made, and the Human Resources Management Committee approved the instrument for divisionwide use. Karen T. Ray, a contractor at the Hydrologic Instrumentation Facility, and Ward Freeman, Associate District Chief in New York and Chair of the Employee Development Ad Hoc Committee that recognized the need for this tool and supported its implementation, have been working closely on the development of a web-based data entry system for what will become an annual needs assessment. Since performance reviews and career development interviews are now being conducted or have been completed recently, it is a perfect time to populate the system. We are asking each cost center to identify two individuals who will be given the required clearance to input the data. We are suggesting your training officer and perhaps the individual on your administrative support team who normally handles human-resource issues. We need your cost center and the names and user ID's of these individuals by November 3, if possible, to establish access. Please email the information to ktray and cc: nschmidt. (Note to Headquarters units located in Reston: the Branch of Human Resources Management Support will provide data entry support for all Reston-based HQ employees.) Data entry instructions will be provided, and a WRD numbered memorandum will be issued shortly describing the importance of the Employee Development Needs Assessment.
