Memorandum To: All Employees From: Robert Hosenfeld Chair, Human Resources Council Subject: Draft USGS Strategic Human Resources Plan The USGS vision is to be a world leader in the natural sciences through scientific excellence and responsiveness to society's needs. Achieving this vision in a time of diminishing resources, rapidly changing science and technology, and increasing external pressure presents daunting challenges. The people of the USGS are critical to meeting these challenges. USGS employees have the skills and expertise to achieve the USGS vision and the drive and determination to do so even in a time of diminishing resources and rapid change. However, to be successful, we must think strategically and plan how our people will work together to accomplish our mission. The USGS Human Resources Council (HRC) has developed a Strategic Human Resources Plan that describes how the USGS will align its people and processes to accomplish USGS strategic goals. The plan was developed after consultation with USGS managers and employees, outside experts, and human resources professionals. The plan was prepared in tandem with the new USGS Strategic Plan and implements the human resources goals in that plan. The final draft of the Strategic Human Resources Plan and the accompanying Fiscal Year (FY) 1999 action plan are now available for review on the USGS Intranet at http://www.usgs.gov:8888/ops/hro/documents/shrpmain.html. Your review of the Strategic Human Resources Plan is critical to ensuring that the plan is meaningful and relevant. I urge you to take a few minutes to read through the plan and provide any comments to Janis Nash at jnash@usgs.gov by September 23, 1998. All comments received by that date will be considered by the HRC in preparing the final plan, which will be completed by mid-October.
