Shockey, Acting Chief National Water Quality Laboratory Branch of Analytical Services Subject: Annual District Workload Questionnaire, First Request The National Water Quality Laboratory (NWQL) is requesting initial Fiscal Year 1998 analytical workload estimates. Everyone should have their cost center budgets completed and ready to forward their Laboratory Estimates via AIS. The intent of the AIS budget interface is to allow cost centers to input detailed analytical data while planning for each fiscal year's budget. The data can also be updated throughout the fiscal year. The data are then transferred by the Cost Center Administrative Officer (AO) to the NWQL. The NWQL will then have detailed workload information--both sample type/count and dollars. You can enter the budget data and transfer at any time throughout the fiscal year. Updates should be made and forwarded as your water quality program changes. The NWQL will require at a minimum your initial data (your first send--usually by January) with updates in April and July. If a cost center has sent initial data and no substantial changes occur then an update is not necessary and the prior data will be utilized. An additional facet of the system is generation of an agreement between the cost center and the NWQL. This agreement is coded in the AIS database. At the time the AO sends the firm data, they should also electronically generate an agreement to be signed by the District Chief and mailed to the NWQL AO. A new agreement will be required with all modifications of 10 percent or greater. This agreement is a requirement of the Working Capital Fund/Fee-for-Service authorization. We are requesting numbers for the entire year. If you have paid the NWQL for late samples these amounts will not be included in your estimates, as that would overstate your current year budget. Please do not include NASQAN samples that are billed directly to the Headquarters account overseen by the Office of Water Quality--who has agreed to provide those directly to NWQL. Please transfer your initial data to the NWQL AO (treseder) by March 2, 1998. Please email the NWQL AO when you have transferred your data. This will assist in verifying whose data have been received.
