This memorandum identifies the costs attributed to Headquarters (and offices under Headquarters' supervision), Regions, and the Districts for DIS leased lines, routers, switching computers, and other necessary equipment and maintenance to support the network. The costs to be recovered are as follows: October 1997 - September 1998 Network Lines - FTS2000 Leased Lines $ 894,282 Other " (AT&T, US West) 192,300 Hardware, upgrades & maintenance 130,000 ------------ Total Network Lines Cost $1,216,582 Backbone and Common services DOI shared Services $ 87,144 Hardware, upgrades & maintenance 172,000 ------------ Total Backbone Cost $ 259,144 -------------------------------------------------------------------- Total Network Cost (Lines + Backbone) $1,475,726 The costs are to be recoverd from Headquarters, each Region, the National Water Quality Laborartoy (NWQL), the Hydrologic Instrumentation Facility (HIF), and Yucca Mountain Project Branch (YMBB). Account numbers to be used for the cost recovery are listed in Attachment 1. Please provide account number corrections to Debbie McLean, email (dmmclean) by February 27, 1998. The standard vouchers will be processed by this office soon after that date and email copies sent to you. The standard voucher for each Region will cover all offices within the Region. The total network cost is based on the lines cost plus the backbone cost. The lines cost is for lines between our sites and connection of the sites to the backbone. The charge for lines cost to each Region and Headquarters office is computed by adding the total number of months that all sites in the network pool were on the network (site-months in table below and detailed in Attachment 2) multiplied by the average cost of the lines ($694/month). The average monthly line cost was determined by taking the total line cost ($1,216,582) divided by the total site-months (1,753) for all the sites. The backbone cost are common WRDnet and USGS network support, and network lines shared with other DOI Bureaus. As described in Water Resources Division (WRD) Memorandum No. 95.31, backbone cost is based upon FTE's. The cost per FTE ($58) was computed by taking total backbone cost ($259,144) divided by the WRD FTE total of 4,468. FTE figures are based on the final count of FTE positions at the close of Fiscal Year 1997. For the Western, Northeast and Central Regions, network costs include the backbone costs for their respective Regional Research Branches. The National Training Center is also included with the Central Region. The total network cost being recovered for FY 1998 is $221,000 below FY 1997. The reason for this cost recovery decrease results from an accounting change by the Bureau this FY to recover most DOInet cost at the Bureau level as uncontrolled cost. Aside from that change, the total network cost would have been only slightly higher than FY 96. The past year has brought many changes to our networks with significant improvements to wide-area network capacity, response and reliability to help keep pace with the continuing explosive growth for access to the Internet and rapid response to the public. For the past four years DIS has been able to either hold or reduce total network costs even during these times of continued rapid network expansion.
