Wade Acting Assistant Chief Hydrologist, Office of Information Subject: Cost Recovery of Fiscal Year 1998 Charges Associated with the Distributed Information System Proprietary Software RESPONSE REQUESTED BY FEBRUARY 27, 1998 The Distributed Information System Program Office (DIS) is in the process of cost recovery associated with proprietary software maintenance charges for Fiscal Year (FY) 1998. Charges to be cost recovered include "Corporate" software and support fees, DIS-II contract software maintenance, Geographic Information System (GIS) software maintenance, and Statistical Analysis System (SAS) software lease. The attachment provides a summary of these charges by office. NOTE: The attachment is more than 80 columns wide. This message can be saved to a file and then printed with the Unix command "lp -ylandscape filename". Detailed charges are available and described below. The DIS Program Office will issue standard vouchers to recover these costs. A copy will be sent by Geomail to the Administrative Officer for each office. Account numbers to be used for the cost recovery are listed in the attachment. Please provide account number corrections to Joyce Solomon (jsolomon, 703-648-5606) by close of business on February 27, 1998. The standard vouchers will be processed soon after that date. Itemized Spreadsheets Available ------------------------------- Copies of detailed, itemized spreadsheets for each of the attachment column headings are available for inspection. A package of tarred and compressed postscript files is available by way of anonymous FTP on qvarsx.er.usgs.gov. The package also includes a postscript version of the attachment. Here is the checksum file information: 28820 90 fy98-maint.tar.gz Retrieve the file fy98-maint.tar.gz from the /var/ftp/pub/ directory on qvarsx.er.usgs.gov. Issue the following command to untar and unzip the directory: gzcat fy98-maint.tar.gz | tar xvf - After this command has been issued, you can delete the .tar.gz file. The directory contains the following postscript versions of Excel spreadsheets which may be printed or viewed with ghostview: fy98-dg.ps (DG/UX Software charges) fy98-sas.ps (SAS Lease Charges) fy98-gisii.ps (ESRI GIS-II) fy98-desktop.ps (ESRI Desktop) fy98-corp.ps (Corporate) fy98-netscape.ps (Netscape charges - included in Corporate) fy98-summary.ps (Summary (attachment)) Corporate Software and Support Fees ----------------------------------- The DIS-related Corporate software and support fees are shown on the attachment under the heading "CORP." The Corporate fees are used to recover the following Division-wide costs: * Ingres software maintenance * Travel Manager software maintenance * Netscape Communicator Pro software licenses for all employees * Media (CD mastering, CDs, tapes) The Corporate fees are based on the Final FY 97 Full Time Employee (FTE) report provided to DIS by ACH/Operations. The charges for Netscape software are based on $22 per FTE for those sites that did not purchase licenses for all of their FTEs during FY97 (see the itemized spreadsheet fy98-netscape.ps for details). DIS-II Contract Software Maintenance ------------------------------------ The DIS-II Contract software maintenance charges for each office are shown on the attachment under the heading "DG/UX." The software maintenance charges are for the DG/UX operating system. The contract price for software maintenance is $4 per DG workstation and $19 per DG server per month. In addition, each site is charged $7.87 per year for DG/UX central site support, which allows WRD representatives to call DG for assistance. GIS Software Maintenance ------------------------ Also shown on the attachment are the Environmental Systems Research Institute, Inc. (ESRI) GIS software maintenance charges under the heading "ESRI", which includes combined charges for the two separate ESRI contracts, GIS-II and Desktop. The GIS software includes the entire suite of ESRI products that run on UNIX (GIS-II Contract) and Windows NT/95 and Mac (Desktop Contract). In addition, each site is charged a total of $81.51 per year for ESRI central site support (CSS) on both contracts, which allows WRD to receive software media for distribution and have designated representatives call ESRI for assistance. The maintenance costs listed do not include any "back-maintenance" paid by a site since those costs have already been paid to ESRI for FY98 by that particular site. SAS Software Lease ------------------ The SAS software lease charges for each office are shown on the attachment under the heading "SAS." The annual cost is $500 per license.
