To NTC and QMS staff:


I would like to take this opportunity to welcome the staffs of the National
Training Center (NTC) and Quality Management Section (QMS) to Operations.
This move is a result of organizational changes occurring from the
restructuring of the Offices of Water Information (OWI) and Technical Support
(TS).  As you know, these two offices have been restructured to form the
Office of Information, and several units that were in either OWI or TS now
report elsewhere.  This is the case with the NTC and QMS, which now report to
Operations.  The Quality Systems Section (QSS) will report to the Office of
Water Quality; a memorandum describing these changes will be forthcoming from
the Chief Hydrologist.  I have asked LeRoy Schroder, and he has agreed, to
remain acting-in-charge of all these units for the time being.

We in Operations look forward to working with you.  Steve Blanchard, Skip
Schmidt, Alice Sabatini, and I are planning to visit the NTC on November 3-5,
1997, with the intention of learning more about what everyone does, how the
NTC operates, and to try and answer any questions.  We will also be looking
for your thoughts and ideas on the direction WRD should take on training in
the future--a topic that WRD's Senior Staff has been deliberating recently.  I
look forward to our visit and to working together.
