Hill /signed/ Assistant Chief Hydrologist for Operations Subject: Fiscal Year 2000 Accounting Changes The U.S. Geological Survey (USGS) is required to separate expenditures based on funding source beginning in fiscal year (FY) 2000. This decision was made to alleviate the concerns expressed by auditors, the Department and Office of Management and Budget (OMB), and to ease our demonstration of compliance with Government Performance and Results Act program measurement as relates to our appropriated funding. During the next few months, we will be working with the bureau's Office of Financial Management to outline policy and procedures by which we would establish fund codes and track our reimbursable funding separately from appropriated funding in the Federal Financial System (FFS). This may sound ominous, since the majority of our reimbursable work is done in partnership. We are committed to finding a solution that will result in minimal impact to the project chiefs and administrative personnel in the field. Alice Sabatini will be working with a small scoping team during the next few weeks to determine options for implementing this change. The scoping team will present an options paper to the Bureau's Operations Council for decision on the best option to pursue. After the option is chosen, a much larger team, with field representation, will work on an implementation plan. It is quite possible that we would implement an interim solution in advance of a more permanent solution that would be automated in the new finance system in FY 2003, which replaces FFS. We will keep you informed as well as invite your input to issues surrounding this change.
