SF 1080 Bills Issued to DOD From: Bruce Wood < Chief, Accounts Receivable Section, OFM Subject: SF 1080 Bills Issued to DOD DOD is in the process of converting to Treasury's OPAC system. Until conversion is complete, federal agencies are to continue to bill DOD via SF 1080 billings. As they convert to OPAC, DOD offices will pay outstanding SF 1080 obligations via credit OPACs to the billing agencies. Therefore, DOD has requested that billing agencies include their Agency Location Code (ALC) on future bills issued to DOD. Delays in processing payments will occur on those bills which do not include our ALC. The ALC should be included in the "Accounting Classification" section of the form as "ALC=14080001". Also, offices are reminded of the procedure implemented last year for referring delinquent SF 1080 bills to DOD's Defense Finance and Accounting Service (DFAS). DFAS will accept referral of delinquent SF 1080 bills issued to DOD in order to research problems with payments. In FY 1997, 51% ($7.5 million) of USGS SF 1080 bills were delinquent more than 180 days. As of September 1998, 26% ($2.4 million) are delinqunet more than 180 days. Part of this reduction has been due to the collection assistance provided by DFAS.
