Sabatini Division Administrative Officer Subject: Revised Program Element List The program elements used by the Water Resources Division (WRD) have been changed as a result of the restructuring of our budget request for fiscal year (FY) 1998. Previously, WRD had 3 budget activities identified in our request; beginning in FY 1998, we have 4 budget activities. We have retained the former program element number when the program stayed within the same budget activity. When the program was changed to another budget activity, the numbers had to be changed. In WRD, we associate program numbers with the program elements in the Administrative Information System (AIS) for tracking purposes. These program numbers have not been changed to allow us a historical record of our appropriated funding. Attached for your use and information is the new list of program elements effective October 1, 1998. Cost centers should refer to this list when establishing new accounts or entering funding in AIS. New account requests must include the appropriate program element as all accounts in the Federal Financial System (FFS) (including subaccounts) must be associated with one of our appropriated line items. Cost centers are reminded that they are responsible for ensuring that the correct program element is associated with the account when established. The Regions are no longer reviewing and correcting this information. The program element field appears on the Account Request frame in AIS, but is not a mandatory field. The next release of AIS (5.0 scheduled for January, 1998) will make this a mandatory field with a list field for reference and edit of the data entered. For now, care will need to be exercised to ensure that the correct information is recorded in this field. To minimize the level of detail recorded in FFS, we are only recording program elements at the budget activity level (e.g., 40000 for overhead and working capital fund accounts; 42000 for data collection accounts and headquarters publication and software development activities; 41000 for most other investigative study accounts (related to NAWQA, Toxics, Core Research, ecosystems, and ground water resources); 43000 for the Institutes program accounts; 44000 for Federal-State Cooperative Program accounts; 48000 for Technology Transfer accounts; and 49000 for work funded by supplemental appropriations. The only exception to this is for bureau-wide initiatives that are described in the Budget Request; the appropriate subprogram element will be recorded in FFS for these accounts (e.g., Ecosystems (41001), etc.). To expedite the change in program elements associated with existing accounts, we have assigned a new program element to each account in AIS and a contractor has keyed this information into the DVAL table in FFS. Unfortunately, some accounts were mistakenly omitted when we prepared the listing for the contractor to use for data entry. We are working to change the program element for these accounts now. A missing or invalid program element associated with an FFS account will cause an overridable error message when processing a payment which charges that account.
