Subject: Personnel Records to be Simplified

The Office of Personnel Management has told agencies that beginning in
calendar year 1999, they will no longer have to keep records of certain
personnel actions in employees' official personnel folders and that they no
longer will have to report certain actions to OPM's central personnel data
file.
In a June 3 memo to agency personnel directors, OPM said that a review it
conducted last year found that the changes could reduce paperwork burdens
while still allowing agencies to maintain accurate employment records and
provide the information needed for various statistical studies the
government conducts.
The changes approved by OPM for the official personnel folders alone will
reduce agencies' paperwork requirements by an estimated 1.6 million records
 per year.  Information that no longer will have to be reported to the
central file include changes in hours, veterans' preference status or
tenure, election of living benefits, and certain other life insurance
changes.
