Subject: 	Issuing of New USGS Identification Cards 

As mentioned in the e-mail sent to all National Center employees on August
5, 1997, the Office of Program Support (OPS) was tasked with establishing
new security measures at the National Center, including an integrated
identification (ID) card and building access system.  OPS is now ready to
begin issuing new ID cards for the National Center.  Since there are over
2000 cards to be issued, the entire process will take several weeks to
complete.

Video photographs and ID cards will be made in Room 1B422 (around the
corner from Jim's store).  To minimize waiting, we have scheduled employees
as outlined in attachment 1.  We would greatly appreciate your cooperation
in observing the assigned times or make-up periods.

In addition, at attachment 2, is an ID Card Worksheet which should be
completed in advance of going to have your photograph taken.  Completing
this worksheet in advance will help speed up the issuing process.  If you
do not bring the completed worksheet with you, you will be required to fill
one out at the ID card issuing area prior to having your photograph taken. 

Also, along with turning in this completed worksheet you will need to
surrender your old ID card, which will be returned to the original issuing
authority for proper disposal.  USGS contractors, temporary appointment
personnel, volunteers, and other Government employees who work at the
National Center will be asked to provide additional documentation as shown
in Attachment 3. Immediately upon issuance, you should begin wearing your
new ID card.  There will be badge holders, chains, and/or clips available
at the ID card issue point for you to choose from and use with your new ID
card; these supplies will continue to be available through the Reston
Service Center.  A mandatory wear policy for ID cards (both old and new)
will become effective on December 1, 1997.

The new cards will serve as a CARDKEY for the National Center Building
Access System.  However, please note that this feature WILL NOT be
available at the time of issuance.  We hope to have this feature available
by the end of the year and will notify you of implementation plans.

As you know, the Department is also issuing for the Main Interior and South
Interior Buildings new identification and building access cards that are
unique to those buildings.  Additionally, more stringent entry procedures
are being implemented to include passing through a magnetometer and x-ray
screening (or visual inspection) of all parcels.  For the time being, USGS
employees will be subject to those increased entry procedures; however, the
new USGS identification badges will be accepted by DOI as a valid
identification card for entry to the building.
