The following is being sent FYI.  This is an excerpt from the Fed Manager
September 29, 1998 Issue.  

Please circulate to your managers.  (There were some very upset DCs last
year because they claimed that AOs received information regarding the
Thanksgiving holiday, but they did not.)

OPM Explains 1999 Holidays Schedule
It's inevitable that managers and supervisors soon
will begin fielding questions about the 1999 holidays
and the dates they are observed.  Here's a rundown:
For most federal employees, Monday, July 5, will be
treated as a holiday for pay and leave purposes.
(For further information, see E.O. 11582, February
11, 1971.) December 25, 1999 and January 1, 2000 both
fall on a Saturday. For most federal employees, the
preceding Friday will be treated as a holiday for
pay and leave purposes. (See 5 U.S.C. 6103(b).) New
Year's Day 1999 (Jan.1) falls on Friday so most
federal workers will have a three-day weekend. Six
of the 10 federal holidays will be observed by most
federal workers on Mondays in 1999, including Martin
Luther King's birthday (Jan. 18), Washington's
Birthday (Feb. 15), Memorial Day (May 31),
Independence Day (July 5), Labor Day (Sept. 6) and
Columbus Day (Oct. 11). The other holidays and the
days of observance are: Veterans Day (Thursday, Nov.
11), Thanksgiving (Thursday, Nov. 25), Christmas
(Friday, Dec. 24) and New Years (2000) Day (Friday,
Dec. 31).
