VEHICLES--Motor Vehicle Acquisitions for Fiscal Year 1998 To: "AO - All Administrative Officers" cc: "Nancy J Hill, Chief, Mgmt Support Section, Reston, VA" Subject: FY98 Vehicle Acquisition Date: Tue, 07 Oct 1997 09:55:48 -0400 From: "Nancy J Hill, Chief, Mgmt Support Section, Reston, VA" In Reply Refer To: October 7,1997 Mail Stop 403 MEMORANDUM To: All Administrative Officers From: Nancy J. Hill Chief, Management Support Section Subject: VEHICLES--Motor Vehicle Acquisitions for Fiscal Year 1998 REPLY REQUESTED BY NOVEMBER 1, 1997 The procurement of all vehicles must be based on ESSENTIAL NEED. Priority will be given to orders placed for 4x2 and 4x4 light trucks. Also, serious consideration should be given to ordering vehicles with alternative fuel systems where offered as optional equipment in the 1997 Federal Standards, and noted in Block 5 of the Motor Vehicle Requisition. The following WEB site, http://www.afdc.doe.gov will bring up a home page with menu selection which shows what manufacturers will have to offer in alternative fuel vehicles in 1998. Feel free to contact GSA Automotive Commodity Center at (703) 308-4148 or 4174 to check for dates of current solicitations already in process, and for what is currently available in alternative fuel vehicles. Keep in mind these vehicles may not be offered by GSA if they are cost prohibitive. This is in compliance with Executive Order signed by President Clinton and the memorandum from Interior Secretary Bruce Babbitt. The fleet fuel economy required objectives which must be met for FY98 are as follows: Sedans and Passenger Vehicles -- 27.5 mpg 4x2 and 4x4 Light Trucks (4000 to 15000 lbs GVW) -- 20.5 mpg The 1997 Federal Standards; 122AH Sedans and Station Wagons, 307W Light Trucks (4x2 and 4x4), and 794K Medium Trucks (4x2 and 4x4) are to be used as your reference in preparing vehicle requisitions. The 1998 Standards are not available at this time. Your estimated cost should contain a 5% increase from the previous year. Please submit the following applicable forms: - Motor Vehicle Requisition Delivery Order, (REV. 10-86), GSA Form 1781. - Special Purpose Codes (Attachment #2), identifies the specific codes that exempt special use vehicles from the fuel economy objectives. (These special codes should be used if the selected vehicle does not meet mpg requirements as noted in the mpg guide in the front of each section.) - Motor Vehicle Requisition Attachment Form (Attachment #3), indicates if the vehicle is an addition or trade-in to the fleet. In the case of a trade-in, ensure the Form 9-3006, Check List for Vehicle Disposal, is forwarded to the appropriate Property Management Office before close of business November 1, 1997. Please remember to include the Custodial Property Officer (CPO), Cognizant Employee (CE), and billing account codes for gasoline credit cards on the Motor Vehicle Requisition Attachment Form. We will be able to purchase Suburbans this year, but in a limited quantity. Therefore, if you are anticipating ordering a Suburban, submit your Motor Vehicle Requisition Form as soon as possible. Also, be advised that GSA has two programs available to expedite vehicle purchases. These programs are available with a surcharge to the requesting party and are; (a) for a 5% surcharge, GSA will procure the requested type of vehicle from available assets in the field or order for immediate delivery (30 days) from the vendor; (b) for a possible 1% surcharge, GSA will order the vehicle under a separate procurement for delivery within a 30-90 day period from date of order. Any questions regarding these two expedited programs may be referred to Pauline Scott, Property Management Branch (PMB) Vehicle Purchase Coordinator at (703) 648-7327. Districts wishing to utilize the Headquarters "rental" program, which expires on September 30, 1998, to acquire vehicles, must submit their requests through the Management Support Section (MSS), Mail Stop 403, no later than November 1, 1997. Districts who will be paying the entire cost of the vehicle, should place their account number in the remarks section, in lieu of the headquarters account number, and forward their requisitions directly to Pauline Scott, Property Management Branch, MS 210, Reston, VA. Any questions regarding this memorandum may be directed to Toni Brenner, (703) 648-5233. ------- End of Forwarded Message
