Sabatini Administrative Officer Subject: Environmental Protection Agency (EPA) Superfund Program Fiscal Year 1998 Minority Contractors Utilization Report RESPONSE DUE BY NOVEMBER 9, 1998 In accordance with Public Law 99-499, EPA is required to report to Congress regarding minority contractor utilization and minority outreach activities. Public Law 102-389 requires that 8 percent of all contract dollors obligated under superfund be awarded to disadvantaged businesses to the fullest extent possible. The goal includes any and all EPA dollars transferred to another Federal Agency, including both "Superfund" and "Non-Superfund" projects. If there are projects using a mixture of DOI and EPA funds, these should also be reported. The "Superfund" report should include all awards to minority business, made with EPA funds against any fiscal year 1998 interagency agreement between EPA and your cost center. These awards include any contract, purchase order, grant and/or cooperative agreement issued by either a warranted contracting officer in the field or in one of the regional acquisition offices. If you are not sure whether a particular firm is minority owned, report the award and the Office of Acquisition and Federal Assistance will investigate the firm's status. This report should contain the following award information: -- Contractor's name, address, and phone number; -- Type of contractor (small, disadvantaged, and/or woman-owned business); -- Contract or purchase order number; -- Description of product or services acquired; -- Date of award and duration and -- Dollar amount of award Report the same information for "Non-Superfund" agreements but also include those awards to women owned firms and minority firms.
