Hill /signed/ Assistant Chief Hydrologist for Operations Subject: Diversity Improvement Form The attached memorandum from the Associate Director for Operations, dated June 22, 1998, announced the availability of the U.S. Geological Survey Diversity Improvement Form (DIF). The form is located as Appendix E of the Water Resources Division (WRD) Targeted Recruitment Plan for Hydrologists and Hydrologic Technicians, a copy of which is available at: http://wwwoper.er.usgs.gov/personnel-info/diversity.html The WRD is committed to developing a workforce that reflects the diversity of the Nation's Civilian Labor Force. Modifications are needed in our recruitment efforts to increase the number of individuals from under-represented groups, as identified in the Bureau's Affirmative Employment Plan, into our applicant pools. Please refer to the WRD Recruitment Plan and list of under- represented occupations for WRD when conducting recruitment activities. Use of this plan in conjunction with the USGS Diversity Improvement Form as required by the USGS Strategic Diversity Plan will help to ensure that a diverse applicant pool is developed. Ryan /S/ Associate Director for Operations Subject: Diversity Improvement Form Attached is the U.S. Geological Survey (USGS) Diversity Improvement Form (DIF) and instructions for its use. Development and use of the DIF is required by Goal 1, Objective A, Strategy 3 of the USGS Strategic Diversity Plan, a copy of which is available at http://www.usgs.gov:8888/o ps/eeo/diversity.html. Also attached are lists of the occupations and groups in which the USGS and each division/office are underrepresented. Effective immediately, the DIF must be used when recruiting for any of those occupations and may be used as a recruitment guide for all other vacancies. The DIF was developed by the Office of Equal Opportunity (OEO) and the Personnel Office, with review and concurrence by the division/office human resource liaisons. It will guide you in recruitment strategies which may be useful in attracting a diverse applicant pool. The form also will document steps taken by selecting officials to increase the representation of individuals from underrepresented groups in applicant pools. This information will enable us to identify any additional actions, needed to increase the diversity of our applicant pools. Selecting officials will complete the DIF's and forward them to the first-level supervisor for review. With appropriate division/office concurrence, recruitment may then proceed. First-level supervisors will forward the DIF's to the responsible SES manager for review and submission to the division human resource liaison. The DIF's will become part of the division/office quarterly diversity report that is provided to OEO. The OEO will review the completed forms, along with other data, to determine if these efforts are successful in attracting a more diverse applicant pool, or if additional approaches are needed.
