Subject: COLA increase for HI

The October 21 Federal Register contains an OPM announcement regarding a
cost of living increase for federal employees in the city and county of
Honolulu, Hawaii (from 22.5 percent to 25 percent) effective immediately
(actually the start of the first pay period after October 21).  This is the
only COLA increase announced.
