Budget Sub-Allotment Transfer Request (9-3081) Date: Tue, 16 Dec 1997 16:35:28 -0500 To: "AO - All Administrative Officers" From: "Alice A. Sabatini" Subject: Budget Sub-Allotment Transfer Request (9-3081) Cc: "Kelly L Bradley, Chief, FORS, Reston, VA" The new bureau assessment policy requires that all interdivision transfers of appropriated funds in excess of $10,000 be accomplished via budget suballotment. The new Budget Sub-Allotment Transfer Request form should be completed by the office transferring the funding and forwarded to the Financial Operations and Reporting Section in Reston (Mail Stop 442) for processing and signature by the receiving division. Funds transferred are in gross and should be suballocated from the cost center funding in AIS to the dummy cost centers set up for each division. The receiving division is authorized to include their normal (full) amount of assessment (bureau, division and cost center). WRD will apply no assessment on funds suballotted to other divisions for work. Specific procedural instructions will be forthcoming from the Associate Director for Operations. The procedures for recording the suballotments in the FFS are still being developed so initial transfers may experience processing delays--please be patient as we work through these issues. A FrameMaker 4 template has been created for the Budget Sub-Allotment Transfer Request (9-3081).
