As reported in a December 5, 1996, memorandum, WRD will pay the FY 1997 charges. However, the FY 1998 charges will be passed on to the offices holding the Radio Frequency Assignments (RFA). A copy of the December memorandum, without attachments, is listed below for your reference. Based on our most recent count of RFA's, we estimate the FY 1998 charge will be $21.25 per assignment. In early October 1997, we will make a new count; and each district office and project with RFA's will be billed, based on the number of assignments they are holding. Hill Assistant Chief Hydrologist for Operations Subject: COMMUNICATIONS--NTIA Charges for Spectrum Management This memorandum is to alert you to the intent of the National Telecommunication and Information Administration (NTIA) to collect charges for radio frequency assignments (RFA). There are typically two RFA assignments per site with a data collection platform, and one assignment for each two-way radio. The NTIA's authority to collect these charges is contained in their fiscal year (FY) 1997 appropriations bill. A memorandum from William T. Brooks, subject as above and dated October 21, 1996, provides detailed information on the charges (attachment 1). The U.S. Geological Survey's FY 1997 share of the charges, $101,766.68, when divided by the bureau's 5,912 RFA's, equates to $17.22 per assignment. In FY 1997, this cost (approximately $77.5K for WRD) will be funded by Headquarters. However, in FY 1998, these costs will be passed on to the office holding the RFA. The anticipated FY 1998 costs are expected to increase as shown in attachment 1. Based on this preliminary information,the cost per RFA in FY 1998 will be approximately $24. You should plan to include the RFA charge in your 1998 gaging station operation and maintenance costs. Attachment 2 lists the number of RFA's by district. An attempt by NTIA in FY 1996 to collect money for Spectrum Management costs failed due to the lack of authority.
