Contracting for Services To: "DC - All District Chiefs", "B - Branch Chiefs and Offices" cc: "AO - All Administrative Officers", "Emma H Miller, Computer Assistant, Reston, VA" , "Janet T Thomas, Administrative Officer, Menlo Park, CA" From: "Janet T Thomas, Administrative Officer, Menlo Park, CA" Subject: Contracting for Services Date: Thu, 19 Jun 1997 08:38:51 -0400 Sender: "Emma H Miller, Computer Assistant, Reston, VA" REPLY REQUESTED BY JUNE 23, 1997 Many WRD offices are finding ways of accomplishing work through utilization of contracts or other alternatives to full time permanent employment. Among these alternatives are ECO/Oakridge contracts, University Contracts, A8 Contracts, GSA and Other Federal Agency contracts, the Water Resources Research Institute Internship Program, Interagency Agreements, and the Interagency Personnel Act. The Division is interested in gathering information on alternatives currently in use, for the purpose of developing a more comprehensive list of tools. We would also like to determine whether there is a need for establishing additional USGS contracts for services, and if so, what those services are. For example, nationwide or regional contracts have been or are being developed for other Divisions for services such as: data entry, reception work, computer support, publications editing and preparation, and map sales. In order to assist us with developing a consolidated listing of mechanisms currently in use, and to determine needs for future nationwide or regional contracts, please provide the following information. 1. A list of the type of contracts or agreements you are using (or have used) as alternatives to hiring, along with a sentence or two describing the functions being performed under the agreement. 2. A list of items/functions for which you feel there is a need for developing a national or regional service contract. Please provide the information to Janet Thomas (jtthomas) by June 23. I am on detail to Headquarters and the quick turn around will allow time for work on this assignment prior to the end of the detail.
