Property purchased under $5000 does require accountability, it just doesn't require annual inventory. Final accountability is a supervisory responsibility. This reminder is being sent because of the many comments from the field on why it is no longer necessary to keep track of Non-Accountable property. The following are excerpts from the Property Accountability Handbook, found at the Office of Program Support Homepage under http://www.usgs.gov.8888/ops/oms Managers and Supervisors: Program managers and supervisors are responsible for managing and controlling locall all U.S. Government owned property within their organizations, whether Accountable or Non-Accountable. Identification: ALL Non-Accountable equipment must be marked to identify it a bureau property. Inventory: Non-Accountable property may be inventoried at the option of the supervisor or manager; Reports of Survey are not required for Non-Accountable items except in cases of apparent property irregularity (Property Management Handbook, Chap 5, Par 11). Disposal: All serviceable and economically repairable property (whether Accountable or Non-Accountable) must be disposed of in accordance with GSA and Departmental regulations or Federal statutes.
