Purchasing from this contract modification may begin immediately. This announcement highlights and explains the costs and ramifications associated with the inclusion of ArcView 3. The GIS-II contract applies ONLY to UNIX versions of ESRI software products. ESRI supports seven UNIX platforms; Data General DG/UX, Digital UNIX (DEC), Sun Solaris 2.x, Sun OS 4.x, SGI Irix, Hewlett Packard HP-AUX, and IBM AIX. A sole-source contract for ESRI software products that run on Windows NT, other Microsoft Windows environments, and Macintosh OS should be awarded in late May 1997. At this time we are negotiating provisions to transfer existing UNIX Arc/INFO and ArcView licenses from UNIX to NT. However, DO NOT pay to upgrade ArcView 2 licenses to ArcView 3 licenses if you intend to transfer them to a non-UNIX platform until the sole-source contract is awarded. Some background on ESRI/DG Status. On March 14, 1997, ESRI announced that the last of their GIS software products supported on the Data General AViiON DG/UX platform would be Arc/INFO 7.1.1, SDE 2.1.1, and ArcView 3.0a. The Spatial Data Support Unit (SDSU) in Reston highly recommends that each site upgrade their existing ArcView 2 licenses to ArcView GIS Version 3, even though the DG version of ArcView 3 will be the last one supported by ESRI. As stated above, if you intend to transfer licenses to a non-UNIX platform please wait until the sole-source contract with ESRI is awarded. The main reason for upgrading ArcView isthat projects developed in ArcView 3 are not compatible with ArcView 2. ArcView 3 has been commercially available since November 1996, so most non-USGS agencies have been using ArcView 3 for several months. Each WRD site needs to make an assessment as to the future of their computing environment. To assist in this effort the Futures Committee #2 of the WRD Computer Policy Advisory Committee (CPAC) created a web page titled "WRD's Computing Environment for 1997 through 1999." The URL for that web page is http://wwwrcamnl.wr.usgs.gov/uo/cpac/futcom2.html. In addition, the SDSU will be performing functional testing on several Windows NT and X-Terminal configurations. The results will be distributed to WRD later this Summer. A gis.platforms email mailing list has been established to communicate ideas on SDSU platform testing. If you would like to be included on this mailing list contact Mark Negri (mnegri). **************************************************************** Issues and information regarding this contract modification are: o PLEASE ORDER YOUR TEMPORARY UPGRADE CLIN(S) BEFORE SEPTEMBER 6, 1997. The temporary upgrade CLINs apply to ArcView 2 licenses that were purchased BEFORE April 1, 1996. After September 6, 1997 the upgrade fees increase (see CLINs 5001-5003). If you purchased ArcView 2 AFTER April 1, 1996 your upgrade to ArcView 3 is FREE and you may exercise this option anytime until April 2000. o Do NOT pay to upgrade UNIX ArcView 3 licenses that you intend to transfer them to a non-UNIX platform. o If you upgrade ArcView 2 to ArcView 3 the increased maintenance costs for ArcView 3 will not take effect until October 1, 1997 (FY 1998). o Since ESRI has announced the last of their GIS software products supported on DG, SDSU recommends NOT purchasing maintenance beginning October 1, 1997 (FY 1998). ESRI maintenance provides free revisions to their software products. ArcView version 3.1 and Arc/INFO version 7.1.2 will probably be released later this year, but they will not be available on the DG platform. Should a non-DG UNIX machine be purchased after October 1, 1997, you can transfer your DG Arc and ArcView licenses to it, however, you will have to pay back maintenance so that you may receive the most recent versions of Arc and ArcView. o The SDSU highly recommends purchasing maintenance on ESRI licenses running on Sun, SGI, or other non-DG UNIX platforms. Maintenance of ArcView 3 is more expensive that that of ArcView 2. However, if you do not purchase maintenance, you may have to purchase outright the next release of ArcView 3 even if it is only a minor bug fix. Regardless of the date you upgrade ArcView 2 to ArcView 3 during FY 1997, the increased maintenance costs for ArcView 3 will not take effect until October 1, 1997. o Instructions on ArcView 3 software distribution will be sent out via email next week.
