Hill Assistant Chief Hydrologist for Operations From: William F. Horak Acting Chairman, Instrumentation Committee Subject: MEETINGS: Summary of February Meeting of the Instrumentation Committee This memorandum summarizes the February 26-27, 1997, meeting of the Water Resources Division (WRD) Instrumentation Committee (ICOM). The first day of the meeting was held at the Geologic Division's (GD) Center for Coastal Geology and Regional Marine Studies, St. Petersburg, Florida. The purpose for the visit to St. Petersburg was to review the Center's activities related to instrumentation support and studies that involve hydrology. GD personnel from the Center have been invited to visit the Hydrologic Instrumentation Facility (HIF) during the May ICOM meeting to continue the inter-division information transfer and potential resource sharing. A brief summary of the Committee's actions is listed below. More detailed information will appear in the meeting minutes to be made available at a later date. Region and district management are invited to contact their ICOM representatives for questions or comments. The Committee - o devised an approach to determine the appropriate level of division goods to be expected from the HIF in fiscal year 1998, o discussed the working relationship between the ICOM and the Hydro 21 workgroup, o agreed on a funding level for the one-stop shopping project that will involve the HIF, Federal Interagency Sediment Project, Central Lab, and the Ocala Service Center, o approved instrumentation project proposals for development of: - testing commercially available equipment - Price AA plastic (hollow) bucket wheels - D96 bag sampler - replacement of lead weights for well sounding - one-stop shopping o Agreed that when the level of Division-wide need for a particular instrument (an instrument that will be considered for ranking on the instrument-development priority list) is very uncertain, the Districts will be polled about their need for that instrument, o reviewed progress of 32 priority instrument projects, o forwarded to the Office of Surface Water for approval of a HIF plan for temporary use of current meters that require the use of correction factors, o identified follow-on actions from the Instrumentation Marketing, Efficiency and Quality Study report presented to the Senior Staff in January 1997, o initiated a review of a draft report from the U.S. Geological Survey's economist titled "The Hydraulic Laboratory and Federal Interagency Sedimentation Project: An Analysis of Funding", o reviewed the Hydraulics Lab funding issues and the need to market their services. The next meeting of the ICOM and Instrumentation Technical Advisory Subcommittee will be held at the Stennis Space Center the week of May 5, 1997.
