Message to All Employees:

Subject: Opportunity to Elect Retroactive Non-Appropriated Fund
Instrumentality (NAFI)
	   Coverage

If you are a Federal Employees Retirement System (FERS) employee and are
vested in a NAFI retirement system, you may be eligible to receive
retirement credit for service.  Examples of NAFI service are the Army & Air
Force Exchange Service, the Army & Air Force Motion Picture Service, and
the Navy Ship's Stores Ashore.

To be eligible to make an election, you must:

	1.  Be automatically covered by FERS (and not have elected FERS coverage),
	2.  Be vested in the NAFI retirement system,
	3.  Have less than one year break-in-service between the NAFI position you
held in DOD
	     or Coast Guard and the civil service position you moved to, and
	4.  Have made the move from NAFI to civil service after 12/31/65 and
before 8/10/96.

Employees who meet the above criteria have two choices:

	1.  Elect to continue NAFI retirement coverage retroactively, or
	2.  Elect to receive credit in your FERS retirement benefit for any prior
civilian
	     service which would be creditable for NAFI retirement system purposes.
