The following is a re-transmittal of the information provided to all AO's on November 5, 1996. 1. The WRD Administrative Officer, as per SM440.1.2B(2), is the issuing officer for DOI Identification Cards, DI-238A and DI-238. All requests for these ID cards should be sent by email or letter to this office, MS 403, attn: Pat Powers (email papowers with cc to dcmadril). Please specify card and quantity. Any questions regarding these instructions may be directed to Pat Powers,(703) 648-5039) or myself at (703) 648-5028. 2. The temporary pass for volunteers specified in SM 440.1.2E(1) is not a numbered form and you must request this item as "Temporary Pass for Volunteers', blue in color. This is in fact an un-numbered form as I asked to see one to verify this. Please insure that the requirements of SM 440.1.2E(1) are met. 3. The Retiree Identification Card is also an un-numbered ID card and is also ordered from Pat Powers. She will assign numbers to them here at Headquarters as we like to keep track of our retirees. Please insure that DI-238 Identification Cards are not issued to contractor personnel without an appropriate background suitability check being initiated. Also noted in SM 440-.1.2B(3) is that the card is completed, authenticated and issued by the issuing officer. This authority will be delegated to the field by WRD Memorandum in the near future. Until that time, this message delegates signature authority to District Chiefs, Acting District Chiefs, and Administrative Officers. This authority is not to be re-delegated below those levels.
