There continues to be confusion regarding the assessment applied to 
Technology Transfer Funding. I have confirmed this information with the 
Director's Office so I hope this will alleviate further confusion.

The Technology Tranfer Funding allocated last fiscal year (FY 96) was not 
assessed the Bureau overhead rate.  It was assessed 11%.  All carryover 
funding from FY 96 and new FY 97 Technology Transfer Funding is to be 
assessed the full overhead rate including Bureau.  This is 16.5%.

I apologize if I have given anyone the wrong information.  I was under 
the impression that the 96 carryover would be assessed the 11% thinking 
that we would not treat the same type of funding differently.  That was 
incorrect.
