Taxable Year and Admin Leave 12/24/96 To: "E - All WRD Employees" cc: "David C Madril, Acting Admin Officer, Reston, VA" Subject: Taxable Year and Admin Leave 12/24/96 Mime-Version: 1.0 Content-Type: text/plain; charset="us-ascii" Date: Thu, 02 Jan 1997 10:28:35 -0500 From: "David C Madril, Acting Admin Officer, Reston, VA" A good number of questions have been asked regarding both subject items. Hopefully this message will answer your questions, create new questions, or confuse you altogether. Here goes! The last pay period for tax purposes ended 12/7/96. This is pay you received on 12/19/96. There are 27 pay periods in tax year 1997. PP01 begins 12/8/96 and ends on 12/20/97 with PP27. Employees will be paid for PP27 on WEDNESDAY, 12/31/97, a day early because the normal payday of 1/1/98, is a holiday. Since it will be received in calendar year 1997. it is taxable. Personnel who were working a normal duty day on 12/24/96 and were excused at 1:00 pm are to use hours code 060 (admin leave) for any scheduled work period they would have worked after that time, i.e., those coming in at 6:30 am would get 2 hours of admin leave, those coming in at 9:00 am would get 4 1/2 hours of admin leave. Those employees who were creative and jump started their admin leave by taking annual leave are charged only for those hours of annual leave taken prior to 1:00 pm so long as they physically present for duty on 12/24/96. Those that were on annual leave prior to 1:00. Again, you must have been physically present for duty prior to 1:00 pm during 12/24/96 to eligible for admin leave. Personnel were excused from duty on 12/31/96 at 2:00 pm local time. This was an "unofficial" excusal from the Director and will be treated as normal duty (hours code 010) for payroll reporting. Those personnel taking leave that day will be charged for that leave. Only those personnel physically present for duty on 12/31/96 were "unofficially" excused.
