The next step is to receive approval from Congress and the Office of Management and Budget. That approval process usually takes about two weeks, so we anticipate knowing if USGS will be granted buyout authority by mid-August. WRD Senior Staff recently discussed the criteria for buyout eligibility again. We decided the buyout will remain restricted to certain functions and/or cost centers within WRD, as discussed in the Chief Hydrologist's memo to all employees November 4, 1996, and my email of June 6, 1997. Again, the goals of the buyout will be to assist us in downsizing specific units, particularly those funded by division overhead, and to assist us in specific reorganizing.
