Magaha Chief, Management Support Section Subject: RESUBMISSION of GOVERNMENT VEHICLES -- Motor Vehicle Acquisition for Fiscal Year 1997 REPLY REQUIRED OCTOBER 25/NOVEMBER 1, 1996 if Motor Vehicle Acquisition is DESIRED. Effective October 1, 1996, the Motor Vehicle Requisitions for purchasing new Survey-owned vehicles for Fiscal Year (FY) 1997 must be submitted to the Property Management Branch (PMB), Mail Stop 210, Reston, Virginia 20192, by close of business November 1, 1996. In the past the Management Support Section received the orders and reviewed for compliance to requirements. The procurement of all vehicles must be based on ESSENTIAL NEED. Priority will be given to orders placed for 4x2 and 4x4 light trucks. Also, serious consideration should be given to ordering vehicles with alternative fuel systems where offered as optional equipment in the 1996 Federal Standards, and noted in Block 5 of the Motor Vehicle Requisition. This is in compliance with the Executive Order signed by President Clinton and the memorandum from Interior Secretary Bruce Babbitt. The fleet fuel economy required objectives which must be met for FY 97 are as follows: Sedans and Passenger Vehicles -- 27.5 mpg 4x2 and 4x4 Light Trucks (4000 to 15000 lbs GVW) -- 20.5 mpg The 1996 Federal Standards; 122AH Sedans and Station Wagons, 307W light Trucks (4x2 and 4x4) and 794K Medium Trucks (4x2 and 4x4) are to be used as your reference in preparing your vehicle requisitions. The 1997 Standards are not available at this time. Your estimated cost should contain a 5% increase from the previous year. Please submit the following applicable forms: - Motor Vehicle Requisition-Delivery Order, (REV. 10-86), GSA Form 1781. - Special Purpose Codes (Attachment 2), identifies the specific codes that exempt special use vehicles from the fuel economy objectives. These special codes should be used if the selected vehicle does not meet the mpg requirements as noted in the mpg guide in the front of each section. - Motor Vehicle Requisition Attachment Form (Attachment 3), indicate if the vehicle is an addition or trade-in to the fleet. In the case of a trade-in, ensure the Form 9-3006, Check List for Vehicle Disposal is forwarded to the appropriate Property Management Branch before close of business October 25, 1996. Please remember to include the Custodial Property Officer (CPO), Cognizant Employee (CE), and billing account codes for gasoline credit cards on the Motor Vehicle Requisition Attachment Form. At the present time, the General Services Administration (GSA) is still having difficulty procuring Suburbans. If this type of vehicle is required, please select an alternative suitable to meet your requirements. Please be advised that GSA also has two programs available to expedite vehicle purchases. These programs are available with a surcharge to the requesting party and are; (a) for a 5% surcharge, GSA will procure the requested type of vehicle from available assets in the field or order for immediate delivery (30 days) from the vendor; (b) for a 1% surcharge, GSA will order under a separate buy program for delivery within a 30-90 day period from date of order. Those Districts wishing to continue using the WRD Headquarters "rental" program, which expires on September 30, 1998, to acquire vehicles, must submit their requests through MSS, Mail Stop 403, no later than October 25, 1996 for fund certification.
