Sabatini Administrative Officer, Water Resources Division Subject: Request for Full Time Equivalent Data on Administrative and Other Support Positions REPLY REQUESTED BY JANUARY 24, 1997 On November 13, 1995, this office requested full-time equivalent (FTE) data on employees performing administrative and other support functions for the development of a data set on the number of support positions in the Division. At that time, each cost center was asked to submit estimates for December 1995 and estimates for usage ending September 1996. We also stated that we would request the final FY 1995 usage figures (post buyout) and FY 1996 data at a future date. This is that future date. In order to develop a comprehensive data set, please provide the actual FTE usage as of December 1995, September 1996, and estimated FTE usage for September 1997 for administrative work performed as follows: Number of FTE in your cost center performing administrative or clerical work: (Include secretaries, clerk typists, students doing administrative work, and employees assigned to the Admin Section. Include the portion of field office FTE performing payroll, travel and other administrative services even if they are not classified in an administrative or clerical series. Include illustrators, cartographers, and non-scientist report specialists. Do not include any employees in hydrologist, engineering or other scientific series classifications.) Number of FTE in your cost center performing system development or computer support work: (Include employees that are classified as hydrologists as well as employees classified in the computer science series. Your response should be submitted to Connie Magaha (email cfmagaha) no later than close of business January 24, 1997. This information will be used to determine the number of support personnel in WRD and to examine trends associated with buyouts, automation initiatives, etc. We expect to see a downward trend because of constraints on funding and hiring; your information will help us to verify that expectation. This information is not being used to assess the number of personnel funded by overhead but rather the number of personnel involved in support activities. As such, the exercise is unaffected by the change in accounting practices for report preparation and publication costs. This information cannot be readily attained through the Personnel system (FPPS) because an individual's classification does not always align with the work that is being performed.
