It serves to clarify meter licensing procedures in light of a recent discovery that the signature on a meter license application was falsified. A meter license permits a mailer to process metered mail through a specific post office using any number of meters that may be assigned. To become licensed, an application (Postal Service Form 3601-A) is prepared and submitted to the processing post office. It is common practice for meter vendors to prepare and process the application for their clients. However, the form is supposed to be signed by an appropriate responsible official of the applying office. The servicing post office in turn is supposed to provide the applicant with a processed copy of the application that serves as the approved license with a specific license number. The licensee thereafter, is required to notify the post office of any changes in the name, address, or telephone number shown on the original application. In our problem case, the signature on the application was a forgery of the name of the Survey contracting official involved with procuring the meter. Also, the applying office never received a copy of the license. Consequently, we are asking offices and activities with postage meters to verify that they have a properly executed meter license on file. If the license is not available, they should obtain a copy from their servicing post office. Any irregularity found with these licenses should be reported to this office by faxing a copy of the affected license with any explanation necessary, to the attention of Joe Henderson at (703) 648-7352. We ask that we receive this documentation by June 6, 1997. Responding offices should also include the name, telephone number, and E-mail address of the appropriate point of contact so that we may provide additional guidance directly.
