Subject:  Personnel--WRD Senior Staff Promotions

I am pleased to announce two promotions to Senior Staff positions that have
taken place in the last 3 months:  Mary Jo Baedecker and Tim Miller.  Both
of these individuals have had distinguished careers in the Division.  Both
have served very effectively in acting capacities for long periods of time
before their appointments became final.

Here is some background on Mary Jo and Tim:

Mary Jo Baedecker, Assistant Chief Hydrologist for Research:

Mary Jo began her career with the Water Resources Division in 1974.  As a
Research Scientist in the National Research Program, she studied the
degradation of organic chemicals in contaminated environments as part of
the USGS Toxic Substances Hydrology Program.  In 1992, she was selected
Chief, Branch of Regional Research, Eastern Region.  In that position, she
provided management direction and administration to 30 research projects in
a variety of disciplines in the hydrologic sciences.  Her promotion to the
position of Assistant Chief Hydrologist was effective, November 24, 1996.

Timothy L. Miller, Chief, Office of National Water Quality Assessment (NAWQA):

Tim joined the Water Resources Division in 1976 in Portland, Oregon, and
was involved in water-quality studies at the district level.  In 1987, he
was reassigned to the Office of Water Quality, Reston, Virginia, as the
National Water-Quality Network Coordinator.  In 1990, he was selected as
the Assistant Chief, Office of Water Quality, and also had acting
assignments as the Chief, Toxic Substances Hydrology Program (1994), and as
the Director's first Environmental Theme Coordinator (1995).  In 1995, he
agreed to serve as Acting Chief, NAWQA, until his selection as Chief was
approved on January 9, 1997.

I want to thank Mary Jo and Tim for the great leadership they have already
shown as managers to two vital components of WRD:  the National Research
Program and the National Water Quality Assessment Program, respectively.
Please join with me in congratulating both of them on these well-deserved
promotions.
