This review began in July and will extend into Spring, 1998. OPM's inquiries will focus on how well the Department exercises its delegated personnel management authorities in accordance with merit system principles and Federal laws and regulations. We are hopeful this review will provide us with valuable information for human resources management planning and program development in the years to come. Beginning in mid-August, over 3000 randomly selected managers and employees will receive questionnaires concerning the application of the merit system principles in the Department. Thereafter, OPM reviewers will visit many of our installations to conduct individual and group interviews and to hold focus groups on a variety of related topics. If you receive a questionnaire or are interviewed or asked to participate in a focus group, please cooperate to the fullest. As mentioned, OPM's review will focus on the 9 merit system principles summarized below: 1. Recruit qualified employees from all segments of society, and select and advance employees of the basis of merit after fair and open competition. 2. Treat employees and applicants fairly and equitably, without regard to political affiliation, race, color, religion, national origin, sex, marital status, age, or handicapping condition. 3. Provide equal pay for equal work and reward excellent performance. 4. Maintain high standards of integrity, conduct, and concern for the public interest. 5. Manage employees effectively and efficiently. 6. Retain or separate employees when it will result in better organizational or individual performance. 7. Educate and train employees when it will result in better organizational or individual performance. 8. Protect employees from improper political influence. 9. Protect employees against reprisal for lawful disclosure of information in "whistleblower" situations (i.e., protect people who report things like illegal and/or wasteful activities).
