Please join me in welcoming Russell Graham to WRD as the new
administrative officer for the Branch of Regional Research, Western
Region.  The following is a short biography to give you a little of his
background.  I'm sure we will all look forward to meeting Russell at
the National AO meeting in May.

Russell Graham graduated from Louisiana State University in New Orleans
with a B.A. in mathematics.  He began his Federal Government career in
1974 as a financial management trainee for the Chief of Naval Reserve
in
New Orleans.  Two years later he was transferred to San Francsico and
worked as a budget analyst for the Naval Reserve, the Army Corps of
Engineers, and the Defense Contract Audit Agency, later serving as
Comptroller for the Naval Reserve region.  In 1991 Russell was
appointed
Financial Manager of OPM's San Francisco Region which encompasssed the
West Coast, Alaska, and Hawaii.  In October 1996, following several
rounds of downsizing and a series of RIFs at OPM, he began work as the
Administrative Officer for the USGS Branch of Regional Research in
Menlo
Park, Ca.
