After reviewing the costs, schedule and leadtime associated with
upgrading the  DOS based CACI SACONS IDEAS software to a Windows
version, repeated delays and difficulties in delivering version 2.2
b/c,
updates to the software and the on-going user dissatifaction with the
level of "user friendliness" of the software, DOI has decided to
evaluate alternative software to replace the CACI SACONS software which
underlies the IDEAS system.

This decision was made at a meeting at DOI in late January.  OPS-OAFA
 staff are working with WASC and DOI staff to prepare a solicitation
which will be directed to a number of firms who have automated
procurement systems on a special GSA schedule.  There is hope that a
decision can be made within a 60 day period whether or not alternative
software represents the "best value" for DOI.

What this means for operations at the three OPS procurement offices
running the current IDEAS software is that sometime after selection and
testing, we (and the other DOI bureaus running CACI SACONS IDEAS) will
convert to the new  software. There is no question that this will
involve additional implentation resoure expenditures but the promise of
software with full windows capabilities and full use of wordprocessing
capabilities along with a number of other improvements would make it
worthwhile.

I intend to keep you informaed as this change in direction unfolds.
