Many of you have requested waivers from your regional GPO centers and have been asked by GPO regional managers to instead establish "copying/duplicating" contracts in your local area to take care of your urgent requirements. You will find that if you do establish this type of contract that the service you receive is just as timely and in most cases less expensive that what you previously had done under a waiver. It appears that blanket waivers will not be granted because this type of contract will satisfy urgent 24 hour turnaround requirements. If a "true" emergency occurs, a full justification after the fact will be required prior to approval of payment. Instructions are to submit a Standard Form 1 and send it to your GPO servicing regional office to initiate one of these contracts in local area. Payment can be made with your government VISA card. Recently while visiting a District Office, I requested a telephone waiver and instead was told that my job would be picked that day by a local vendor and would be completed and delivered to me at approximately 1/2 the cost of what I would have paid had I received my requested waiver. If waivers are not granted by your servicing regional GPO office I would strongly recommend the use of these types of contracts. Call your regional GPO office to get further information.
