John Peterson, Chief of OAFA, has informed the Division AOs that it has
been ruled that the USGS must release our bankcard holder list to vendors
via a FOIA web page.  This is an issue that the USGS has been fighting for
some time to avoid a large influx of junk mail, but it appears that we have
lost the battle.

John forwarded the following message from Maureen Ackerman in OPS:

"Under the new Electronic Freedom of Information Act (E-FOIA) Amendments,
FOIA reading room materials created on or after November 1, 1996, must be
made available electronically to the public.

Currently OAFA provides FOIA requesters with the listing of employees who
have IMPAC cards.  As of November 1, 1997, the USGS is required, under the
new law, to make the listing of IMPAC card holders available to the public
in the agency's Electronic FOIA Reading Room.

A web site is being set up for the USGS Electronic FOIA Reading Room...."
